Fisheries Minister Elliot Morley (right) confirmed he will be supporting the move at next week's meeting of the International Whaling Commission (IWC) in Berlin.
More than 40 conservation and welfare groups have signed a joint statement in support of an Utah Leather Handags Replica initiative that would see conservation moving centre stage.
Mr Morley said today that "this proposal is to try and change the ethos of the IWC, away from what it was set up to do - regulate commercial whaling - to go on to emphasise conservation".
